Kalemba, who on Monday morning found three quarters of the council’s offices locked and vacant after 8am, expressed his disappointment with the casual approach that most members of staff have towards their work.

He said: “I have been here since February and have continuously warned people against the casual approach to work, so today I decided to personally check their time of arrival and to be honest with you I am disappointed.”

Kalemba urged the civil servants and Malawians at large to emulate examples in countries such as Mozambique and Zambia who are within the region, but are able to grow their economy based on the active approach to one’s work.

Launching the Public Service Reforms in February this year, President Peter Mutharika mentioned professionalism, responsiveness, openness and accountability and unity as the four key themes. n
