Mutharika: I don’t want sacred cows

Malawi President Peter Mutharika has advised the new Anti-Corruption Bureau (ACB) director general Lucas Kondowe not to look at people’s names, but evidence and the law only when leading the institution.

Kondowe disclosed this in an exclusive interview with Weekend Nation immediately after his appointment was confirmed by the Public Appointments Committee (PAC) of Parliament on Wednesday this week.

Kondowe said Mutharika gave the advice when he invited him to State House to break the news about the appointment two weeks ago.

According to Kondowe, Mutharika told him to lead a bureau that is not just independent, but that is seen to be operating independently.

“He does not want to see a bureau that has untouchables, sacred cows to protect or opponents to pursue,” the financial crimes expert said. “In whatever we do, the President is of the firm view that the bureau must not look at names or faces but evidence and the law. Period!”

Kondowe comes to an institution that is perceived to be a poisoned chalice following a litany of instances that suggest that it is used for settlement of political scores and shielding of political allies.

Asked how he is going to deal with political interference that manifested in actions of some of his predecessors, Kondowe said: “What is important in this office is to remain independent and objective. During my meeting with the State President a few weeks ago, he assured me of his full support, non-interference policy and wanted no sacred cows or untouchables.

“At my confirmation hearing, I saw the passion from honourable members from various political parties, they want the bureau to step up and help stamp out rampant corruption in our country. They realise that this evil has contributed to the stunted development of our country.

“This means that as long as we remain independent, objective and professional, there should be no reason to be afraid of potential political influence.”

Kondowe replaces Justice Rezine Mzikamanda who returned to the Supreme Court of Appeal from where he was seconded.

Before his appointment, Kondowe was First Merchant Bank (FMB)’s general manager for finance, planning and business intelligence.
