Finance Minister, I would not present a provisional national budget that does not specify how money is going to be used.

If I were GG, I would realise that the excuse given that I did not have time to do that, does not hold water because a provisional budget needs to have details just like any other budget, even in a family, is supposed to have details.

How I wish I were the man in charge of the country’s purse, because I would realise that even if I present the details at a later stage, it will still be awkward because the appropriate time would have been the time I presented the provisional budget.

If only I were my man Goodall, I would appreciate that a budget is supposed to have specifics for the simple reason that people need to know how much has been allocated to what.

I would also realise if I were Goodall, that it does not augur well for a seasoned and accomplished economist like myself to present a provisional budget without specifics, even if there was an assurance that the specifics would follow.

The picture being painted is that I do not know what I really want to do.

That is ofcourse if I were Goodall, unfortunately I am not the finance minister, but I wish I could be.
