Josiah also called for transparency from the council secretariat to ensure that Mchinji is developed befitting a border district.
He called for unity between the council secretariat and parliamentarians in the district.
Mchinji district commissioner Richard Hara pledged to support the newly elected council leadership.
“As a secretariat, we will support you in implementing plans and development projects for the district,” he said.
