Minister of Health, I would appreciate that when the government continues to lose a third of its drug stocks through pilferage, 10 years after my ministry suggested measures to curb theft, then there is a cause for concern.

If I were bwana Peter (not the president of course), I would realise the need for my ministry to review the suggested measures because it is clear that when a third of the drug stocks are still being stolen, the system is not working to expectations.

If I were the Minister of Health, I would appreciate that if the system was working, then the rate of drug theft should not have increased last year and it should have been the other way round.

Oh yes, Peter, if I were you, I would realise that people have heard such assuring juicy jazz from government before that the situation will improve, but on the ground not much is being done.

If only I were the Minister of Health, I would also take into consideration the free advice given by chairperson of Parliamentary Committee of Health, Juliana Lunguzi on the need to look at the problem holistically other than just being contented.
